Time Machine

I thought that was an option you had to select.
 
Time Machine can't remove enough stuff to continue backing up. You may have to start a completely new backup.

Permission for TM to remove data.

Andy - TM used to delete older backups when the HDD was full on my system (was running 10.5 when I last had a shortage of space enough that it had to do so). Could that have changed in more recent versions?

As per my screenshot, "The oldest backup=s are deleted when your disk becomes full".

Nothing's changed on that front - Time Machine will remove older backups as it runs out of space.

I'd try erasing it completely and creating a new, empty partition for Time Machine to use. If it is getting on a bit, it might be time for a new drive.
 
Having encountered that once or twice before, I might also suggest trying excluding some large directory trees at first, then reintroducing them one at a time, after each new backup has completed - you may well find that more space is required on a temporary basis for the backup to complete. Of course, a new, larger drive gets around the issue anyway.

Also, it might be worth running a utility like Grand Perspective on the root of the drive. It's surprising just how large some files can be, sitting in a quiet corner, completely forgotten about.
 
Its annoying! I have encountered that and had to wipe the TM drive and restart the backups.
