Am sure some kind of animal - ox, donkey whatever - was fastened to the part that is on the outside and it walked round and round - think something should be attached to the part resting on the centre stone circle and wheat or grain was ground on it -- not 100% sure but think it could be something like that - great historian I am NOT 
It's a grinding stone - can't think of the proper name now either![]()
Used probably for milling flour - a millers wheel perhaps? Or a grindstone?
