I think the issue is that it 'looks' for movement so on a static subject it will hunt in and out.Anything. Even on static things, tree stumps for example. It goes from being in focus to out of focus in rapid succession, never locks onto anything.
Try it on a properly moving subject. I used it on my son going down a slide and granted it missed a good few but nailed others (probably 50/50). With practice I'm sure that'd rise too.
