Telephoto lens for Canon

I have a Canon 500D and I'm looking to buy a telephoto zoom lens to go with my 18-55 IS kit lens and canon 50mm f/1.8.

My budget is approximately £400 but if there is a decent lens cheaper then that's even better. I've looked at:
Canon 70-200mm f/4 L non-IS USM
Canon 70-300 f/4-5.6IS USM
Canon 55-250 4-5.6 IS
Canon 75-300 4-5.6

Does anybody I've any advice on the quality and value of these lenses? There seems to be big differences in prices and money is obviously a key factor but I don't want a poor quality lens.

If you've got the money, definitely go for the 70-200mm f/4 L. Hoping to pick one up as my next upgrade once I've shifted some of my current stuff.
Quality looks to be superb and I've never heard a bad thing said about them.

Had the 55-250 and it was fine for the money, but would rather have the quality and constant f/4 than the few extra mm each end.
 
My only worry with the 70-200mm is the lack of IS. Is this a big issue generally?
