You need to get down to eye level and get the shutter speed up, you also need t know when and how the dog exits the water.

Working gun dogs is something I have sold lots of pics of, you really need to get down to their eye level. That means looking at the surroundings and working out where they will exit and how to get to their eye level, only you can sort that as nobody else will know the lay of the land.

Stop using flash, and instead use low evening sunlight... from behind. With spray, or anything like that, you really need it to be backlit like this.

If you are using flash however, use it from behind the dog... like this.
