You just need a flashgun that can operate in slave mode, such as the Lencarta Atom (there are others)
Basically it can be set to fire a defined number of flashes in very quick succession, and both the number of flashes and the interval between them (plus of course their power) can be set.

Then you just take the shot using a long enough shutter speed, in a darkened room, while the model is moving.

I think that we've just uploaded a video showing this feature, but I can't access it from my home computer, will have a look tomorrow
 
An variable strobe feature is common with many speedlites these days. Very easy.

The secret of success is a dark studio with a black background :)
 
I have a remote flash HVLF43AM. for my Sony A200. It has a strobe effect. Maybe you need a remote flash that does this.
