you shouldnt splash pedestrians, and im glad this has been highlighted in the news tbh as it might make people more aware that its frowned upon.

as mentioned you should either steer round the puddle or slow down so as not to create a splash.
 
People have been done for this. Cant remember the offence Driving without due care?

If she is such a pap driver that she is soaking pedestrians she shouldnt be on the road.
 
You don't swerve to avoid splashing someone, you slow down to a speed where you can drive through the puddle without splashing.
 
its happened to me and the boys a long time ago the car broke down in the pouring rain, we were walking along the path when all of a sudden we were drenched the car drove off without a thought, Then again the other day going through Southport, Julie and I were in the car about 30yrds behind another car, the car in front, went through a massive puddle well small pond really, far to fast and absolutely drenched an old man out walking his dog, poor old guy he was shocked as he was washed against the wall, he hadn't seen it coming, as he had his head down fighting the rain and the wind,
 
Happened to me almost 20 years ago. lashing down with rain when I got to the station. Couldn't get a taxi so had not choice but to walk and I was carrying a heavy parcel. There was one point along the way where the drains were all blocked and the was what can only be described as a lake in the road. As I walked past, at least half a dozen cars drove through it at speed. It was like being hit by one tidal wave after another! I got home looking like I'd swam it.
 
Lots of years ago, I had the misfortune to break down in the middle of a flood, my own fault shouldn't have tried to drive through it. It was on a quiet rural road so I just sat in the car having a cigarette or two with the window open waiting to get towed out.

I glanced in my rear view mirror at one point to see an articulated lorry coming up behind me. He had a lot more clearance than me and so went straight through.

I never knew so much water could come through a small window in such a small space of time. :)
