I know ther is probably any easy answer to this that I have missed but
when using a pro lab they usually require you to resize your image so lets say i have cropped an image to create a panoramic,when i go to image size and change to width the height automatically changes to thw wrong height.so really what im asking is there any eay to independently change height,width and px.even if i want to orer a 12x8 when i resize the height to 12 the width changes to 7.5.

Assuming you're using Photoshop, there's a tab on the resize page that unlocks aspect ratio, it is set to lock by default, just unlock that and away you go.
If you're using other software, you need to state which but, it is probably similar.
 
remembering of course that that will distort your picture to fit the dimension you want.

You may be better off using the crop tool.
Type in the 12in and 8in then probably 300 in the resolution box. then drag out the crop tool to the biggest it will go over your pic... you will lose some, but probably better than distorting it!
