Someone from this I.P address: 64.27.13.128, has been trying to log into my account all week. Has this been happening to anyone else?

Do you mean your account here on TP? If so, how did you know that someone was messing with it?

I received about 5 emails from TP saying my account been disabled for 15 minutes due to 5 incorrect password entry's; even though i haven't visited this site for some time.
 
Thanks for clarifying that .. I am sure it's not a nice feeling to be seeing these emails!
