Using photo manipulation software increases your creativity. It doesn't mean that you can make a silk purse out of a sows ear. It enables you stretch your imagination. Changing small things like colour balance, or contrast, maybe increasing saturation slightly, can turn a good photograph into a great one.
Of course you have to start with a good photo in the first place.
I haven't use PSP for a long time, I'm sure it's a good program, but my choice for an inexpensive (relatively ) would be Elements. Simply because it's the little brother of what has become the industry standard. A understanding of Elements would help if you ever upgrade to Photoshop.
