there should be some sort of fine for people who waste 999 time, whilst I think sterilisation is perhaps a little severe maybe an could of hundred pound fine or something, enough to make people think twice or exercise long dormant grey matter

Without going too far into the legal principles, we already have offences to cover true wastes of time and misuse of the 999 system, which have to be proved and evidenced like any other criminal case; unfortunately, you have to prove an intention to deliberately waste time, as opposed to simply being stupid. I've only ever seen people prosecuted for misuse of the 999 system when they have called literally hundreds of times about utter nonsense - one such series of calls I can remember talking about with a CAD operator involved someone complaining about having an "angry cloud" over his house.

Muppets like this woman are easily dealt with by hanging up, leaving us free to deal with other things.
