If it is the latter that might limit you somewhat.

I made this mistake. Then had to buy a 10 stop after. The 8nd gets quite a bit of use with an nd grad over the top for shots of moving water and sky

Welding glass is something i haven't tried yet. Looks like it could be used just as a 10 stopper. Where could i buy this one? Is this somrthing like filter that i can screw it on my lens?

I bought a cheapy ND32 ( 5 stop ) from amazon, much to my amazment it was actually a 10 stop with very little colour cast. :D bonus , its what I really wanted anyway.
here is a picture i took with the filter. No tripod ( i forgot it ), propped up again a fallen branch !

I know there is some variation with a lot of the higher stop values but I don't think I've ever heard of a 5 stop difference before :)

Probably mis-packaged rather than manufacturing error?

I thought so , so bought another one with different size thread, just the same, but the ND8 and ND4's were correct !
Maybe the chinese use a different system, or "lost in translation"

Lost in Translation is usually the way, I can't even under stand half of the eBay adverts, just order and hope lol!
