Yes
Most pictures will have some sort of logo put on them, if not then at the very least the photographers name followed by the word photography. I'm looking at having a logo made and my brother said he would come up with a design (on paper). But thinking ahead, how would I get the final creation onto my pictures? If I scan it then it becomes a scanned image which if blown up will most definitely pixelate. Neither of us can use a tablet to draw on and wouldn't know where to start even if we had one. I could find a CAD to re-do it making a digital copy. Any thoughts on this subject or advise please?

Scan it in as a PNG image or convert it from a jpeg scan. You can then process it on a transparent layer in PS or Elements and use it from there.

Thanks. Is there a difference by scanning in as Png vs jpeg and then to png? I'm guessing not from the outset. My photocopier at work scans images but I'm sure they are as jpeg, could even be bmp. I doubt there is a setting on the machine to choose png unless you have an idea? Is there a well known shop that could achieve this for me without the need to purchase a scanner I will never use again?

You can scan them into your computer as jpegs then re-save as PNG.

Another way is to mark it out in black on white paper. Scan it in, .jpg is fine. Then use Photoshop to define it into a brush. Then, hey presto, one click from the brush puts it on your photo. Use the FX to add drop shadow, emboss, remove fill ...

I'd be more inclined to put "©2012 Your Name. All Moral Rights Asserted" on it.

Anyway... scan your design, and if you can get access to Adobe Illustrator, you can use "Live Trace" and turn it into a vector that can be scales up or down without losing quality. You can then import it into Photoshop at whatever resolution you want.
