There is indeed. You can make a second chance offer to anyone who has bid on your item with the offer price being the highest bid they made. Like you say, the logical choice would be the next highest bidder.

Sounds very much like a hacked ebay account.
 
Just noticed that the listing has been removed - you can't see the description now.

EDIT: Nor is it on the recently sold search results. Very odd.

It has been removed by ebay which causes it to disappear from everywhere. The winning bidder will have received a transaction cancelled email from ebay and advsied not to proceed. Clearly they had been alerted by someone, maybe one of the winners of the other items that were listed.
 
Result! Just hope the people who bought his other items get their money back.
