Sharpen was the first tool that Photoshop had, an improvement was Unsharp Mask which allowed slightly more control. Currently "Smart sharpen" is the tool of choice as many tutorials now advocate - e.g. http://www.luminous-landscape.com/tutorials/smart_sharp.shtml
unsharp mask basically uses a softened version of the image as a mask to the original, thereby cancelling out the blurriness to some extent. Worth a search on Wikipedia on the subject
