Settings for evening photos

Can someone please help me with h few settings I need, I have been trying to take a few longish exposures late in the evening but they are all coming out over exposed can someone point me in the right direction for doing this.

I have been using a low iso 100 and a high aperturef22 but even on a 3second exposure they are still all white.
 
What's your meter saying when you use those settings?
 
What mode are you shooting in? full manual? At night I just usually shoot in aperture mode and that works quite well.

If you shoot in AP mode, your shutter will automatically handle exposures up to 30 seconds. It does a fair job in many circumstances without any input from you, but give it a go - you'll certainly get better results than you're getting at the moment. :)
