Much more a case of having more spare cash than most of the rest of the world, and also having a less restricted approach to civil engineering. I doubt many people were 'disposed of' in the building of this structure.

The numbers killed have nothing to do with why they would choose to undertake such a project. That in no way justifies those accidents, but neither does it affect why they chose to build it. Europe has completed larger projects with less loss of life because of the way we risk-assess and have a different work ethic.
