Edit My Images
Yes
Currently, due to my laptop misbehaving, I cant upload pictures (i've tried) so I use my mums laptop to upload my pictures and then email them to my email account and download onto my laptop. Is this a bad idea? Will it decrease the quality of my images? Just...they do look better on my mums laptop than my own :|

Dropbox is good, but Skydrive is better in my opinion.

If you check the settings in your mums email application, make sure the setting for picture resolution for attachments is set to 'Actual' or uncompressed. On Mac there is a small menu to select either small, medium, large or actual, and even large reduces the file size and hence quality significantly.

You say you've a problem uploading your photos, but could you upload to your mums, copy to USB stick and then drag and drop from your USB onto your laptop?

as above.
check that the pictures aren't being modified during the e-mailing process
also do they look good until you save them? check the compression slider when you save them as a JPEG
typically it could be on 70% which kills a good photo imho but saves space
on JPEGs I always save at 85% or even 95%
it means you get larger files but the computer tinkers with them less

in addition to the above I used google-drive
alternately....I presume that your 'uploading' pictures isn't to a website but basically importing from your camera or memory card
if you share that on your network you can access it directly using the wireless network in your house
