Secure When Opened Ground Floor Windows

Living in a bungalow I find it annoying that I cant really go out and leave a quarterlight at the top of a window open for fear of a skinny burglar being able to climb through or reach in and open a larger window for access. So does anyone know of a technique or solution to the problem? Im thinking of some new windows anyway and if they can be fitted with this in mind that would be good. I already have windows that can be opened about half an inch and still locked but this is not enough for a decent airflow through. Id like to open it a good 6" or more.
Or maybe there is an after market way of achieving something? Some sort of set of metal bars on the inside?
Anyone any ideas?

i think the insurance companies class any method of being open (even on that 1" catch) to be unsecured and void your cover.

check your policy documents.

Ours are 'tilt and turn' style and it's not possible to open them outside when tilted inwards at the ventilation position (unless somehow using a crowbar or something, but then you could break the glass too!)
The only problem is that if the wind gets up they can self close sometimes on the 'exhaust' side of the house.
