If i scan something in 48bit colour why does Photoshop open it in 16bit? it doesnt even open it in the 32bit colour option that it has?

I think PS is talking about 16 bits per colour channel, and the scanner is talking 48 bits in total - ie, the same thing.

16 bit = 48 bit their both the same thing represented in a different way.

e.g 1 pixel is 48 bit in total, but obviously there are 3 colour channels (red, green and blue) which each represent 16 bit and 3x16 = 48.

(This explanation might not be quite accurate, but its the best way I can think to explain it).

That's the one! Similarly 8 bit RGB is sometimes referred to as 24 bit.
