Scanner suggestions

Hope you guys don't mind me asking yet another question about scanners ...

I have a few large boxes of photographs and negatives which we would like to get scanned and onto the computer after we had a couple of boxes damaged by water. Most are memory type snapshots, some of family & friends long gone. In some cases I no longer have the negatives, in others I only have the negatives left! They are all 35mm film and where I have the negs they are in strips of maybe 6 or so at a time. The majority of the photos are 6"x4" but there are some bigger ones in there, definitely some 7"x5" and from memory some larger still.

Is it better to scan the negs if I have them, or scan the photo?
Will one scanner do both jobs?
Are there any good allrounder type scanner that won't cost a fortune? Ultimate quality isn't necessary as long as it is decent, most of the images will be archived, though some will be sent to relatives or put on flickr/fb etc ... perhaps the odd one may get printed too, once I replace my printer.

Not thought about budget, but winced when I saw the cost of some of them, and I'm not averse to buying used either, I just need to know what to look for.

Any help and recommendations will be very much appreciated.

Many thanks guys. I'm being just a tad dim today ... will the v500 also do photos as I've lost some negs?
 
I scanned a lot of photos using the V500 and was able to scan more than one print at a time for smaller sizes which speeded up the process. Results were great
