I ran the Jpeg through Adobe camera Raw then CS6 and managed to come up with below.
You could do what Danny has done and bring in a new sky and duplicate the left piece of water on to the right side but you would spend ages trying to make it not look artificial.
On the basis this is probably more a family snap I leaned towards rescuing the people and not worrying about the blown sky.

Not had a go at this but just purely because I read the thread and saw what the other clever folk had done I felt a slight urge to comment. Course it is up to your freind what he wants the image to look like but in my view. Stuart has the right aproach the original image does show a very bright sunny day light wrapping around the subjects so you get that feeling.Tis blown a bit too much but with the other edits (great as they are) you loose that feel/mood.
