Save As File Length Problem In CS2

When I try Save As in CS2 from a tiff to jpeg as I select the jpeg file type the file length truncates,I know this is a problem in Save For Web but why would it do it in Save As.
Elements 8 on the same laptop is fine

Is the file path different? I know windows is limited to I think 64 letters? something like that anyway
