If the latter, yes, it runs full photoshop - in fact it's one of its main selling points on their adverts - Think of the surface as a PC - if it runs on a PC, it runs on the Surface.
As the Galaxy Tab runs android, I can't comment on whats available for that....
But it does depend on which unit you actually meant
