If i buy apps or books from Google play are they mine for ever and can i down load to other devices i own, ex, if i upgrade my current tab can i re-download books to that one without re-buying.

Everything I have bought at the Play store I have been able to download and use on other Android devices.

The purchase should be tied to your Google account as opposed to the android device you use it on
