Royal Parks information / Deer Rutting

I was told togs were supposed to pay them money to go in to shoot especially if one was going to sell the photos. So would this be the same for the Rut?

1-5 "Crew" (as they lump us in with film crew) £240 +VAT for up to 4 hours in either Richmond (or Bushy Park) was what I was quoted and all I wanted to do was go in a shoot the skyline from Richmond park towards London!
