Here's a little freeware Windows prog from http://moitah.net/ - all of 13kB.
It works best if you have something like ToTop to pin it on top of your other windows.
Then you enter x/y coordinates at either end of your skewed horizon or whatever. Use your image editor's pointer or click in IrfanView to see the coordinates displayed. In Rotate Calculator select whether it's a horizontal or vertical that needs correcting, click on calculate and the angle for the correction will be displayed to a large number of decimal places.
In all honesty, I'd be more likely to take a couple of guesses with the actual rotation, but if you want to nail it first time this'll do the job.
