Road safety: UK set to adopt vehicle speed limiters from 2022

Sat at traffic lights today and looked across to the car next to me, a Honda Jazz driven by a frail looking old lady. She looked confused, seconds later she started reversing, extremely slowly but getting very close to the car behind her...I started beeping and pointing behind as did the woman she was about to hit, but it took several seconds for the penny to drop. When the lights went green she took ages to get going and must have driven at about 15mph down the 30mph limited road. Now can anyone seriously say that someone driving at 80 on a quiet 60 road, and who knows how to handle a car, is more dangerous than this?
