Restoring a part with texture

I'm a beginner. I have an old photograph and it needs much restoring. I've simply got MSPAINT. Now, of course, photographs are not simple cartoons so MSPAINT is not much good. What I'd ideally like is for software to sample a small area of pixels, then when I use a paintbrush be able to lay-down the same texturing that I've sampled. MSPAINT just lays down as if it were paint, no texture at all. What program do you think I need? Thanks.

Richard, trying to use MSPaint for this is like trying to put in a screw using a hammer. Just not the right tool.

Gimp is an excellent starting point.
