Ok guys what am i doing wrong?
took this shot at the Ramsgate boat races today and it looked good untill
i resized it, pp included crop, levels and usm, resized to 800 along the longest
edge

ps: my first go at sport using the new 100-400mm

Same with this one??

The way I do it is first of all resize the shot to 800 pixels on the longest side. Make sure the correct resizing filter is used :-

Bilinear for downsizing

Bicubic for upsizing.

Getting this wrong produces jaggy images.

Now do any sharpening needed due to resizing.

Hit 'Save As' and specify jpeg which brings up a box where you can set the amount of compression. Adjust the slider till your file size is as near 160kb as possible (for TPF)

Hit Save - job done. ;)

Many images cry out to be seen large so don't get too upset when one loses it's spark after you've sized it doen.

It could be that imageshack is the problem (I'm assuming you are referring to the jaggies along the contrast lines), have you tried uploading to TP Gallery to see if it makes any difference.
