Resizing images

I am building a website for the first time and I have been told that images don't need to be more than 100kb. Is there an easy way to batch resize images that are various sizes to start with.

I have LR3, CS4 and an old version of Paintshop Pro.

I know you can use lr3 and cs4 to do it but dont have them so cant help, but plenty of free programs too, faststone and photoscape are 2 that I use

editing, renaming, batch watermarking etc - simple programes that do what i need

ETA: I dont resize for a kb size, I resize for whats needed ie 640 or 800 longest side.
