Resizing images for the web

When in photoshop and I go to image > Image Size then a box which pops up. At the bottom theres a drop down box and it says "Bicubic (best for smooth gradients). The video ive just watched says select "Bicubic (best for reduction)". Whenever I edit a photo it always gets resized so is that the best option to choose?

Bicubic sharper is the usual choice for reducing image size.
 
After resizing for the web, I find that an image still requires a slight amount of USM. Sharpening is one of those subjective edits.. but I favour the 'higher amount lower radius' approach.

Depending on the size of the image for web, I would apply USM similar to this...

Amount: 80%
Radius: 0.3
Threshold: 2

A lower radius avoids the embossed look, but under 0.3 most 800x600 images don't really benefit. Remember that how you save your image will have an impact on the sharpness too. Thankfully, broadband speeds have helped to lower reliance of things like progressive and highly compressed jpegs.
