Reducing a picture size

How do I reduce a picture to a certain size and pixel please? In janet and John please so I can understand it.

Most progs you have a tool which show you the size set it to show pix and then alter the size to the size you want, say 800 wide for posting on here, you have to keep proportions set and if you have some form of sharping set this to the right one for reducing and that should do it

am sure it would be easier to use the programme you already have, look under image-resize, I dont know elements 2 but am sure it will be the same as mine which is elements 7
