Recorded delivery is not "tracked and traced" as many believe, it is what it implies, delivery is recorded, that and only that.
Recorded delivery service is the normal postal service but with the "delivery" being recorded, ie a signature being required.
If a seller sends an item recorded delivery and supplies the "reference number" it is of no benefit to the buyer, it is only of benefit to the seller and the Royal Mail to prove it has been signed for.
If it has been signed for and the buyer has still has not received the item it is up to the buyer to prove they have not received it.
RMSD. (Royal Mail Special Delivery) does, under normal circumstances offer a full "Track&Trace" service.
