A Sony body and a Sigma 70mm f2.8 macro

I looked for my daughter who uses Sony and the Sigma 105mm Art Macro gets excellent reviews.
It said the 70mm is good, but the 105mm is a step up from that and not crazy expensive for what you're getting

If it were me picking I'd go with A7Rii with one of sigma 105mm f2.8 DN or voigtlander 110mm f2.5
 
TBH, as a Nikon and Fuji user (mainly), if I was looking for a pure macro set up, I'd be hunting down a 5D? and an MPE65.

An IBIS Fuji and the 80mm macro would meet the specs given (which the Canon set up fails to do!)

M4/3, there is always in camera stacking to consider as well.
 
Depending on what you want to photograph, but for insects 100mm or more is better
The lens is the important thing in macro any newer body with decent image quality is ok I have always had Canon s so not familiar with other makes so can only recommend Canon , the 6D and 6D2 have decent image quality but don’t have IBIS canon mirrorless R5 does but is much more expensive
For value for money I would go for a Sigma 105
You stated best image quality for that I would go for a full frame body
Also budget for a flash setup and tripod
