Recommend me a portable backup phone charger...

I got mine from 7dayshop. Not sure how well it works since other than a test run, it's just sat fully charged ready!
 
The Anker power packs are very highly rated. I use a large capacity one, which is a bit over budget, but it will rapid charge (2A) a device, charges itself via micro USB, and will charge several devices at the same time. They do smaller and cheaper units as well.
 
I use a larger Anker Astro3 (12,000mAh, £36, on Amazon)), but the Anker Astro Mini (3,200mAh, £14, on Amazon) meets your needs and budget.
 
Is the anker charged up via a standard micro USB phone charger?
Same cable/charger covers my Anker, Samsung S2, Nexus 7, Kindle.. the Anker units charge via the micro USB and charge other devices via the standard USB. I could use my S2 charger (moulded micro-USB) to charge the Anker, I don't but that's because I've also switched to using an Anker 5-port charger (£20, on Amazon) for charging everything, which saves having so many duplicate chargers kicking around and taking up too many sockets. With only one plug-in-the-wall charging five devices it means I don't need to bother with a bundle of Euro-UK plug adapter when travelling - I bought a Euro-fig8 fly lead to use instead. I'm becoming a bit of a fan on Anker, their stuff is well designed and it works.
 
I agree about Anker stuff, it's well made and (in the case of the Anker Astro units) comes with loads of connector types. I have two of the earlier Astro2 10,000mAH chargers, they have a DC socket for charging so I didn't mention them before. The 2s have 2x5vUSB (Samsung and Apple) outs and 1 DC out which can be switched between 9 and 12 volts, I use them on 9v most often to run the telescope motors.
 
I have a 10,000 MaH no name one I picked up in an electronics market in Shenzen. Does the job!
