Re-sizing

Basically - Am I losing any quality when I re-size is Photoshop...

I.e. When I crop a picture I have to input the size, for example 6in by 4in. Once cropped will the quality be affected?
Should I make the crop size as large as possible? I probably will only be printing 6 x 4 or 7 x 5 but if someone wants a bigger print I'm worried I've lost valuable data?

(Does that make sense?!)
 
Cropping. :/ Bad thing. Framing when taking the shot :D Good thing.

Resizing in Photoshop is different to cropping, of course, and if you use Bicubic sampling it shouldn't affect quality too much.
