There's another way.

Use the crop tool to select the whole of the picture, then use the corner grab handles to extend the crop larger than the pic. This increases the canvas size, which is filled with your selected background colour when you hit Enter.

But you might not get a perfectly symmetrical border as this is user dependant.

I change my background colour to white, and then go into canvas size, and increase height and width without selecting any arrows.

That's true, but it's a very quick way, and I find if it looks right, it usually is :thumbs:
 
thanks so much everyone! I couldn't use "stroke" (not highlighted) for some reason, I went with Marrk's way as I wanted precise.

If you make a selection, say with the rectangular marquee tool around your image, you should find the Stroke command is then enabled.
