Question on print sizes

I am more a novice than an intermediate user of Photoshop. I have CS2. I must admit, I get some prints from Costco. However, they only print their standard sizes. They said that if I want them to print an 8x8 image or a 7x10 or something, it would need to be on 8x10 paper and the image would be made into an 8x10. Could that possibly be correct? I'm going to submit a couple for a test run but, just in case they are right--that the image would be distorted in the printing, how would I put an 8x8 image in Photoshop on an 8x10 background in order to fool Costco printing into thinking it's handling an 8x10 image? Maybe I'm not making sense. Sorry.
 
Hi Steve.

The way I would do it would be to resize a copy of my original square image to 8" x 8" (at 300 PPI), then go to Image / Canvas Size (? Alt + Ctrl + C ?) and enter 10 inches x 8 inches as the new canvas size. Please note that I'm using CS6 rather than CS2 and am a PC user rather than Mac so the keyboard shortcuts may not be the same.

If you get really stuck and it's only a couple of images you're after getting printed, you can PM me an e-mail address so I can send you mine so you can send me a copy of the original files (and a postal address!) which I can "deal with" and print to the sizes you want on A4 paper.
