PSE10 is really hacking me off, please help

My PP skills are very limited due to not really knowing my way around PS.

I had PSE8 on my pc and got a good deal from amazon on PSE10 so took pse8 off the pc and loaded 10 onto it.

This was about a week ago and today I have decided to have a little play with some pics,(wether is still bad) starting to learn myself how to use all the effects etc, so switch it on and load a pic up and went to do a layer, nope there are no layer tools there,
At the top where its says file edit image layers etc I click on layer and the menu comes down all the different things are there but none will work, they are all dull if that makes sence, so i clicked on a few other bits at the top and there are very limiting things i can do. some are lit up that you can click onto some are dull saying what it will do but will not let you click on it.
on pse8 I had everything up there for me to play with if I wanted to but I am starting to get really hacked off with 10 as it will let me do nothing.

What am I doing/done wrong that nothing wants to work for me????

Never had to do that for PSE8, I could just load up a raw file and PP as much as I wanted too.

So does that mean then that every time I load up a raw file I am going to have to change it to 8-bit????

on the bottom of the camera raw window is writing in blue, check that 8 bit is set in there, it'll save you having to change it every time if the default is set to 16 bit.
