PS & LR brush coursor problem

My PS cs6 and LL recently developed a problem. For larger siezes of brushes the coursor instead of being circular, breaks up into pieces and becomes very irregular amd difficule to use. Then when reduced in size again it multiplies into four circles one next to each other, with the left one being the "real" one. I already tried to reset the preferences using shift+ctrl+alt with no effect. I heard that manually deleting the preference file would help, but it didnt in my case. Unless i done it the wrong way.
Have you ever experienced something like this?
 
Has it always done this, or has it just started?

The only time I have seen this is when I was using Photoshop in a local school, and when I looked into it, the consensus online was that it was to do with the computers not having enough graphics processing power. I think the computers had basic built in graphics. My own system has built in graphics on the Motherboard, but I think it has a bit more oomph and memory assigned. Somewhere to look anyway.

Hope you get it sorted, though it has no effect on how the brush works, just how the tool looks.

Thank you this may be spot on diagnosis. I am getting some popups regarding the lack of graphics processing power. I will investigate this. Thank you.
