PS Elements 13

Recently acquired Elements 13 and when I bring an image on it has no surround so am unable to move it around or operate in layers. Is there an icon somewhere I should be clicking? Help please

Hi Andrew,

Not quite sure what you mean, but it may be maximised - filling the whole whole screen, obscuring the tools and so forth - which can be fixed by clicking the two little overlapping rectangles in the top right corner of the image. If you can see the tools, try Window (top toolbar) > Images > Float in Window

Try hitting the tab key it hides/shows the toolbar.
