Yes
I've read that the Hoya UV filters have special coatings which mean that they cannot be wiped clean because wiping causes smears. Is that really true?

The B+W are supposed to be better but can they be regularly wiped or cleaned?

I'm basically just looking for a protective filter. I use my camera in dusty conditions quite often.

Can the Hoya filters be regularly cleaned without messing up the coating?

No filter can't be cleaned it's just that some clean easier than others my Hoya cpl was a pain as it would smear when wiped and then need a more thorough clean to get it nice again. My current Marumi suffers from the same problem to a lesser degree.

The only really problematic filter I've had was the Hoya Pro1D CPL. Oh an the Lee plastic jobby.
