problem with brushes tool

Good morning:)

I have an irritating problem with my brush tool on my desktop pc. The edge of the circle is "speckly" and not a crisp, sharp circle. I checked the brush settings I have on my laptop which is working correctly, but they are the same settings on my desktop so im at a loss as to what it is and why its changed?
I use Photoshop Cc, Windows 7
Anyone help?

If you say what program it is you're using and which operating system, someone might be able to point you towards a solution ;)

there are quite a few different "brushes" - have you checked which you are using in the drop down box
 
Yes I have.... It's the same as what I use on my laptop so have no idea why it's different in my desktop. It's probably obvious but I can't work it out
 
screenshots would help, shot of the effect and the brush settings window from the description I guess it's hardness or scatter settings else you've changed blend mode of the brush but seeing would make it easier than just guessing
