yep... photoshop. Not sure if there's an 'action' or single click to achieve this in any processing software - I use photoshop elements and i'd just use the clone tool and just replicate the same face/eyes/elbows/knees or whichever bit you want to repeat :thumbs:
 
The bottom 3 arent photoshopped, the effect is created by holding a bit of glass/crystal/plastic up to your lens, chexk out lindsey alder and lara jade one of the even sells a kit with these bits in
 
You basically answered your own question. You called it a prism effect, presumably because that's what you would expect to see when looking through a prism.. so, go point your camera through a prism and it will see the same thing. :thumbs:

Much quicker, easier (and likely better end result) to do it in camera. (Apart from the animated gif of course).
 
You used to be able to buy a prism filter to go infront of the lens, I've got one somewhere, they were quite popular at one time.
It shouldn't be too hard to mimic the effect in photoshop though.
