whats the best lens for portraits i have a nikon d3000 but not a great budget

Try shooting at 50mm on your kit lens and see if you like the length, some find it works, others find it as too short. It's personal preference, but the 50mm is so cheap anyway.

Before parting with money, try it out. I bought a 50mm when I first go a DSLR, because everyone said its great for portraits. I've hardly ever used it because I found I prefer to use my 70-300, just being replaced with a 70-200. Its a personal thing, it depends on what look you prefer and how close to your subject you want to be
 
I maybe should have said that, personally, I tend to use something like a 135mm.
You can pick up old manual focus 135s for under a tenner. Old lenses tend to be not as sharp as modern ones, but that can be a good thing. They were perfectly fine twenty and thirty years ago. A little softness can be more flattering to most people.
Why apply smoothing in post processing when a lens can do it for you?
 
Its not all about focal length :)
I use a 50mm 1.8 not just for the focal length but also for the aperture which allows a shallow depth of field.
A 50mm 1.8 AF-S or a 35mm 1.8 AF-S (which some prefer as it can be used in a smaller room) will both cost about £150.
An 85mm 1.8 AF-S will be more like £350!
