Can you link to a picture that uses it? I've never heard of it. I just Googled it and all I got was articles on Grave's disease :)

OnOne Software's Perfect Portrait can give you the eye-popping effect you're after. Look at the page I've linked to and look at the example photos. (Click the dots under the big photo for before/after.)

But you don't need a plugin. You could do the same thing in Lightroom with the Adjustment Brush or Photoshop with masking and adjustment layers.

As Garry said, don't bother with a plug in, just learn how to do it in post production.

Here's a tutorial that Colin (Hacker) created a while back. Its very effective in achieving eye pop.

Make those eyes pop

You most certainly didn't! :D If you'd included that photo, or better still a link to it if it's not yours, then we'd have known straight away what to recommend. In order, from most dangerous to least dangerous: LSD, ketamine, crystal meth, and Photoshop's Liquify tool. ;)

That's not the liquify tool.. not by itself anyway. There's a great deal of manual retouching... effectively, drawing going on here... with a graphics tablet and pen. This requires skill. There is no software solution... not one that will get even close to doing this to the standard above.

You could be right, David. I'm a fan of Rodney Pike, who does this kind of work all the time, and I assumed that he used the warp and liquify tools, but I can't confirm this from a web search. I could ask him on G+ but he might not want to share his secrets.
