Picasa won't do it, (not really, or easily, or properly), it does have a focal B&W feature but this only works on a circle of varying size and hardness.
Which is fine if you want to just take something like this
And do something like this to it......
But for more control and creativity you need layers, and different brushes which would let you get to something like this....
A layer based package is your best bet to do it properly, Photoshop; or GIMP is a free alternative. Steep learning curve but plenty of tutorials online.
