Mine has always done it, seems to reopen overnight so refreshes it several times won't make any difference. Got used to just scrolling past now and ignoring forums I don't have any interest in, but then I use "New Posts" so just ignore sales section and a couple of others

I don't think you can knock them off, as the forum owners want us to see and read the rules. I have not yet bought or sold on the classifieds, but I still have a look from time to time. While I wait for the pop up to go, I am usually busy scratching my head, I continue scratching my head till pop up goes.
