I'd say very much over cook HDR and some faux DOF

I know there's a lot of 'personal taste' about what's good and whats not - but that's just really awfull PP hiding a fairly average photo.

The majority of it, as Matt says is overcooked HDR, but the fake blur is so badly done it even makes the HDR look less than awful.

I think the effect is supposed to be an oil painting, look for a plugin that does that.

I agree with Phil and Matt above about the HDR effect but on first looking, I thought it was a "draganize" effect (not sure if that's the correct spelling).

Might be worth a google

No-one said it wasn't :shrug:

I said it had a draganize effect to me, that contrasty feel to it.
